yep its VPN what is in question and nowadays the most common tool is the OpenVPN
so go ahead and give it an evaluation.

PS: you dont need to have a "real" IP address as long as you have a
point where you can create a reverse tunnel, i guess in lebanon real
IPs cost you an extra and you can save that cost by benefiting of
reverse tunneling.
