there are a million CMS's to use, you can buy some, you can hire
someone to make something, you can get a closed solution and get stuck
with it ( could be fine, or not so so fine) ..
To make a long discussion short, 90 % of the problem is to define what
you want exactly. How often will your content change, how will you be
updating your system to reflect those changes. who are the users of
your system, admins? .. and a thousand and one other questions to ask
...
after that, i can suggest a couple of choices::
(*) Think of a word processos, a spread sheet program, a something,
combine that with a wiki with alot of plugins available, you get TWiki

Think of going to the industrial city to buy parts for your homemade
kit car, you get Bourj Hammoud area. Similar to that, think of a
community that is working on assembling parts for any portal, CMS,
with proper documentation and a wide userbase, its like walking into a
jungle really ...

You can really use this for anything, takes a bit of time to master,
but once you know how to use it, you will use it for anything.
