ok in short its the following.
there is the virtualization technology known as xen.
xen is like vmware and facilitates running several operating systems
concurrently on the same hardware.

the link in question relates to a service that amazon.com is
developing. so far what amazon is doing is "giving away" VPS (virtual
private servers) for public use.

i guess they have excess hardware and lots of unused CPU/RAM to be doing this ;)

so as long as its beta, enjoy a free VPS based on XEN and provided by
amazon.com for free (untill further update!).
