1)Jabber with SSL, it has even extensions  for File Transfer, Audio/Video conference. 
2)I guess apache with SSL and openpgp
3)RFID? 
4)Watermarks or things called smth like "steganography".

I think for lebanon very actual idea about streets video survelliance. It helps to find out on most street incidents what was really happened. They implemented it for example in Bulgaria, and it works perfectly.

Also thing what can be done - EASY and COMFORTABLE unified electronic payment system (to pay for electricity bill, telephone and etc).
And sure, as usual, government must be more open and publish more of their work on the web, which is much more easily accessible than staying and waiting appointment with some big guy.
