When you need to crack program, yes. But when you need to crack OS, and 
additionally it is running for example on MIPS/ARM arch, you need to do 
emulation of all environment. There is no other way than Virtual Appliances.

And it is absolutely legitimate, i am using this technologies usually when 
some "nice" company provide binary solution, based on GPL code, and they dont 
want follow GPL, and didnt provide sources. Simplest example: broadband 
routers.
