You can do that with your DNS server, by returning the IP of your own  
server to any DNS query as long as the querying client is not  
authenticated to your access system. You will also need to block him  
from connecting anywhere outside your network as long as he hasn't  
authenticated (ie: until he has paid).
Another way is to have a proxy as suggested by edmond (unless your  
users are connecting to a hotspot or a temporary service and you do  
not want to force them into changing their proxy settings)
